question about liability insurance

if someone were to have only ''liability'' ins., what are the least,and

most,payments for a wreck..say..for medical bills,pain and suffering? or

jack up my ins., for a wreck that my vehicle was not even involved in...and

what about that law,about when you leave a bar and get in a wreck,even 
though it was about 50 miles down the road...
i was a passenger in 
someone elses vehicle,and they wrecked
i was not drinking,even though
